WORKPLAN


A time-frame of 18 months is planned for the project. Given the scale and complexity of conducting a Census of Agriculture, and the-scale envisaged, the project will focus on the preparations for the census using the pilot census for testing all the census procedures, the data processing system and the tabulation and analysis of the data. The main activities proposed are listed below. A detailed work plan will prepared at the start of the project by the National Project Director, in consultation with the international experts.

  1. Establish a National Census Steering Committee;
  2. Review the documentation on the Census of Agriculture 1993;
  3. Review existing data available for the agricultural sector;
  4. Discuss with major data users, data availability and perceived current and future data needs and priorities paying particular attention to aquaculture, food security, environmental and gender issues;
  5. Organize a workshop with the main data users and producers to determine the scope of the Census of Agriculture 2003;
  6. Make a detailed assessment of the resource requirements for the Census;
  7. Prepare/Review the methodology proposed for the Census of Agriculture to ensure its consistency with international recommendations;
  8. Prepare/Review the census questionnaires and manuals and suggest improvements in-line with the recommended methodology;
  9. Advise on the scope and coverage of the Census and prepare a draft project proposal to provide such assistance;
  10. Prepare a detailed plan for the implementation of the Census;
  11. Assess the need for external assistance for the Census and prepare a draft project proposal to provide such assistance;
  12. Examine the material available for developing the census frame (cartographic materials and village/household lists);
  13. Prepare a draft tabulation plan for discussion and review.
  14. Prepare training manuals and materials to ensure adequate training for the field team.

  16. Train senior field officers to create a cadre of trainers
  17. Conduct pre-tests and a pilot survey to test the census design and instruments
  18. Review the census tabulations based in the results of the pilot survey and make proposals for improvements
  19. Finalist the census plan and census instruments
  20. Design a post-enumeration survey (PES) to check the quality of the data, document and brief project staff in its implementation;
  21. Using the data from the Census of Agriculture 1993 and the Pilot Survey, train staff in data analysis techniques;
  22. Prepare a data analysis programmer to be undertaken once the census data is processed and tabulated.
  23. Data Processing

  24. Review the arrangements for processing the census data taking into account the processes used for other censuses and surveys in Myanmar;
  25. Develop a system for processing the agricultural census data;
  26. Estimate the volume of census data to be processed and tabulated;
  27. Identify the necessary staff inputs, equipment and software requirements;
  28. Train staff in all aspects of data processing;
  29. Test the data processing system using the data collected in the pilot survey and generate a set of tabulation plan;
  30. Finalize the data processing system and document;
  31. Make recommendations for an appropriate database system to provide easy user access to the final data set.
